But that doesn't mean you should implement all four simultaneously. That's how teams burn out and produce shallow compliance artifacts that satisfy no one. The right approach is sequencing: start with the framework that addresses your most urgent need, then layer others using the overlap you've already built.

The Frameworks at a Glance

ISO/IEC 42001:2023 (December 2023): A certifiable management system standard. Annex SL structure (shared with ISO 27001, ISO 9001). Ten clauses (4-10) plus 39 Annex A controls across 9 domains. Third-party certification available through accredited bodies. Three-year certification cycle with annual surveillance audits.

OECD AI Principles (May 2019, revised November 2023 and May 2024): Soft-law recommendation adopted by 47 countries. Five values-based principles plus five policy recommendations. Where the Frameworks Overlap — And Where They Diverge

The overlap between these frameworks is more extensive than most teams expect. We've mapped the primary alignment areas:

Risk Assessment and Management

All four frameworks require systematic AI risk assessment. NIST provides the most structured process through MAP and MEASURE. ISO 42001 requires both organizational and AI-specific risk assessment under Clause 6. The EU AI Act mandates risk management systems for high-risk AI under Article 9. The OECD principles call for risk assessment without prescribing methodology.

The practical implication: a thorough risk assessment built on NIST's structure transfers roughly 70% to ISO 42001 Clause 6 and EU AI Act Article 9 obligations. NIST gives you the most reusable foundation.

Transparency and Documentation

NIST's MAP function and MANAGE subcategories address system documentation and stakeholder communication. ISO 42001's Annex A.8 controls cover information for interested parties. Where teams stumble: EU AI Act documentation requirements are substantially more specific than what NIST or ISO 42001 demand. If you're subject to the EU AI Act, you can't rely solely on general governance documentation. You need system-specific technical files, instructions for use, conformity declarations, and quality management evidence that meet the regulation's particular specifications.

Governance and Accountability

This is where the frameworks converge most strongly. NIST's GOVERN function, ISO 42001's Clauses 5-7, the EU AI Act's quality management and organizational requirements, and the OECD's Principle 1.5 all demand the same core elements: defined roles and responsibilities, executive commitment, competent personnel, and accountability mechanisms.

Data Governance

NIST addresses data through MAP subcategories. ISO 42001 dedicates Annex A.7 to data for AI systems. The EU AI Act's Article 10 is the most prescriptive — covering training, validation, and testing datasets with specific criteria for relevance, representativeness, and completeness. The OECD embeds data concerns within Principles 1.2 (privacy) and 1.3 (transparency).

The Decision Matrix: Which Framework First

Your starting framework depends on three factors: legal obligations, organizational context, and governance maturity. Here's our decision matrix.

Start with the EU AI Act if:

  • You sell or deploy AI systems in the EU market (mandatory — this isn't optional)
  • Your AI systems fall into the high-risk category under Annex III
  • You're a provider of general-purpose AI models

The EU AI Act is the only framework here with legal force and financial penalties. If it applies to you, it takes priority. Period. The prohibited practices provisions have been enforceable since February 2, 2025. General-purpose AI obligations apply from August 2, 2025. High-risk system requirements kick in August 2, 2026. Working backward from these dates should drive your implementation timeline.

Start with NIST AI RMF if:

You're a U.S.-based organization without immediate EU obligations, or your governance program is early-stage. NIST's process orientation — GOVERN, MAP, MEASURE, MANAGE — provides a natural implementation sequence. It's voluntary with no certification overhead, so you can focus on building genuine capability rather than audit readiness. Federal agencies in financial services, healthcare, and defense already reference NIST frameworks, giving it institutional weight in those sectors.

Start with ISO 42001 if:

You need third-party certification to satisfy customer or investor requirements, especially if you already hold ISO 27001 (structural head start via shared Annex SL). Certification provides independent validation with concrete commercial value in B2B enterprise sales where AI governance is a differentiator.

Start with the OECD Principles if:

You're developing AI governance strategy before operationalizing controls, or you need to align global subsidiaries across multiple jurisdictions. The principles provide the conceptual framework that makes every other framework's requirements intelligible — particularly valuable for multinationals navigating different regulatory environments.

The Overlap Map: Reuse Percentages Between Frameworks

Here's what compliance teams care about most — where work transfers.

  • NIST GOVERN → ISO 42001 Clauses 5-7 + Annex A.2-A.3: Policy, roles, competence requirements. ~80% reuse.

Choose NIST AI RMF.

Second, its four-function structure maps cleanly to both ISO 42001 and the EU AI Act, making it the best foundation for later expansion. For organizations with EU market exposure, this answer changes. You don't get to choose when legislation applies to you. Start with EU AI Act compliance, use NIST's structure to build the underlying capability, and layer ISO 42001 when you need third-party validation.

The Multi-Framework Implementation Sequence

For organizations adopting all four, here's the sequence that minimizes rework:

Quarter 1-2: Adopt OECD principles as strategic foundation. Establish governance structures using NIST GOVERN. Define roles, set policy, build your AI system inventory.

Quarter 2-4: Implement NIST MAP, MEASURE, and MANAGE across priority AI systems. This creates the operational substance that both ISO 42001 and the EU AI Act require.

Quarter 4-6: Begin ISO 42001 implementation, leveraging NIST work for Clauses 5-9 and Annex A controls. Prepare for certification audit.

Parallel track: If EU AI Act applies, classify AI systems by risk tier and build regulation-specific documentation alongside the ISO 42001 work.

FAQ

Can ISO 42001 certification demonstrate EU AI Act compliance?

Not directly. ISO 42001 is a management system standard; the EU AI Act is legislation with specific requirements. However, several provisions overlap — risk management, data governance, transparency — and the European Commission is considering harmonized standards that could create formal linkages. For now, ISO 42001 is supporting evidence, not a compliance shortcut.

Is NIST AI RMF only for U.S. organizations?

No. NIST AI RMF is jurisdiction-agnostic in design. While published by a U.S. agency, its process framework (GOVERN, MAP, MEASURE, MANAGE) applies to any organization regardless of geography. Non-U.S. organizations frequently adopt it as a practical implementation methodology alongside their jurisdiction-specific legal requirements.

Which framework is best for startups?

NIST AI RMF. It's free, flexible, and doesn't require certification costs or legal compliance budgets that startups typically can't afford. Do these frameworks conflict with each other?

No. The four frameworks were developed with awareness of each other and share conceptual foundations rooted in the OECD principles. They operate at different levels (principles, process, management system, law) and are designed to be complementary. The primary challenge is not conflict but volume — implementing all four simultaneously requires significant resources, which is why sequencing matters.
